Ludovika - University of Public Service (LUPS) is a unique institution situated in the capital of Hungary, the vibrant city of Budapest.
LUPS is the key educational institution and think-tank of the Hungarian public service, thus being responsible for the education of future personnel of public administration, including civilian professionals as well as military and law enforcement officers.
Lecturers of LUPS are members of Academia and often practising professionals simultaneously. Thus, students not only receive theoretical knowledge but first-hand experiences as well. In addition, to serve the needs of central and local governments, the University has developed a “comprehensive approach” that enables mobility and the crossing of career paths between civil, military, and law enforcement services.

Faculty of Military Science and Officer Training PhD in Military Engineering
This kind of Ph.D. degree is unique in Europe and worldwide. Doctoral degrees in this discipline can be obtained only at the University of Public Service in Budapest.
Military engineering sciences include all disciplines of technical, disciplinary, technological, technology transfer and technical innovations related to the military application of all other engineering disciplines belonging to engineering sciences (civil engineering, electrical engineering, architectural sciences, materials science and technology, engineering, transport and vehicle, bio-, environmental and chemical engineering, information technology, agricultural engineering and multidisciplinary engineering).

Faculty of Public Governance and International Studies- PhD in Public Administration Sciences
The Doctoral School of Public Administration Sciences is the only doctoral school in Hungary specialising in public administration. The program aims to offer postgraduate education to professionals, both researchers and practitioners, working in the field of public administration.
The Doctoral School focuses on seven key areas of research:
PhD in Law Enforcement
The Doctoral School of Law Enforcement was established in 2015, and the programs are held exclusively in Hungarian. It is currently the single doctoral school in Hungary that explicitly focuses on research issues of law enforcement. In addition to the other faculties, institutes and organisational bodies of LUPS, the Doctoral School intends to involve scholars from external partners (international partners, universities, and research institutes) to enhance the research programs in law enforcement.
